What does 'Changes in fees are subject to application at the end of fee period' mean?

If a change(s) in fees and/or policies regarding fees is announced, they will be implemented at the conclusion of the current billing or fee period.
For example, if Project-based and/or Trading Transactions changes are announced in February, the change will take effect form the beginning of March.
